UP Govt Issues Guidelines For Teacher Recruitment in the State Through UPESSC – News18

The Uttar Pradesh government, under the leadership of Chief Minister Yogi Adityanath, has issued a notification outlining the guidelines of the Uttar Pradesh Education Service Selection Commission (UPESSC), the nodal body responsible for the recruitment of teachers in the state. As per an official announcement, the rules stipulate that candidates selected for interviews based on written examinations must attain a minimum of 40 per cent marks. However, the maximum marks a candidate can achieve in the interview are capped at 90 per cent.

Following a press release from the state government, the commission has been established to ensure an equitable and transparent selection process for competent teachers and instructors in Uttar Pradesh. The commission will oversee examinations for the recruitment of instructors in basic, secondary, and higher education, as well as vocational education and teachers at aided minority colleges within the state.

The selection process involves inviting three to five times the actual number of vacancies for interviews. The examination committee will determine the daily number of candidates to be interviewed per board and the overall number of boards to be conducted as necessary.

Additionally, the UPESSC will summon three to five times the number of vacancies from the successful candidates in the written exam for interviews, as deemed appropriate. All candidates meeting the final cutoff will receive interview invitations.

For roles requiring interviews, the commission will publish a combined merit list, considering marks from both the written exam and interview. In cases of written exams only, a merit list will be created based solely on the written exam scores.

In instances of equal merit among candidates, priority will be given to written exam scores. If those are also equal, interview scores will be considered. Should both remain equal, eligibility percentages (JRF, NET, Ph.D.) will be compared, and if equality persists, postgraduate scores will be the tiebreaker. In the event of identical percentage marks in the written exam, interview, and mandatory eligibility, preference will be given to the candidate with a higher age.

Candidates selected must apply if they are unable to assume the position. If the selected candidate cannot take up the post due to recruitment issues, the appointment of a dependent of a deceased employee, a court order, or termination of the post, a separate replacement process will be initiated.

The chosen candidate, explaining the reasons for declining the responsibility, must apply to the director. After a thorough investigation, the director will identify responsibility for the erroneous requisition and send a recommendation report to the commission for the selected candidate’s adjustment. The commission will then make the adjustment based on the director’s report and recommendation.
