    Pakistan and Dubai have inked more than $3 billion investment pact in diverse fields including cooperation in railways, economic zones and infrastructure development.

    The agreement was signed at the World Economic Forum in Davos by Minister of Communication, Railways and Maritime Affairs Shahid Ashraf Tarar and Chairman of Ports, Customs and Free Zone Corporation (PCFC) Sultan Ahmed bin Sulayem.

    According to the Ministry of Railways, the cooperation covers the development of a dedicated freight corridor, multi-modal logistics park, and freight terminals.

    The Dubai Port (DP) World will work on infrastructure development at Qasim International Container Terminal which is Pakistan’s leading trade gateway and plans to develop an economic zone near the terminal.

    According to the statement, both governments have signed two Inter-Governmental Framework Agreements to strengthen their relations in the marine and logistics sectors, including the potential establishment of a Dedicated Freight Corridor and Economic Zone near Karachi.

    The DP World will act on behalf of the Dubai Government, while Pakistan Railways and Port Qasim Authority will act on behalf of the Pakistan Government, for the development of the projects. The rail-based Dedicated Freight Corridor is planned to run from Karachi Port on the Arabian Sea, passing through Karachi, Pakistan’s most populous city, to the Pipri Marshalling Yard, approximately 50 km away.

    This would decongest Karachi besides improving road safety. It will significantly improve efficiency, and transport times and reduce the overall cost of logistics. Pakistan Railways is Pakistan’s national, state-owned railway company, owning and operating nearly 8,000 route-km of railway across the country, from Peshawar in the northwest to Karachi in the south.

    The Qasim International Container Terminal, a second framework agreement was signed with Pakistan’s Ministry of Maritime Affairs to dredge the navigation channel. The DP World would carry out the capital dredging on behalf of the Government of Dubai. This framework agreement will also see the development of an economic zone at Port Qasim, which aims to attract more than $3 billion of foreign direct investment.

    The DP World, on behalf of the Government of Dubai, will carry out the development of the economic zone, to maximize economic activity in Pakistan.

    Speaking at the signing ceremony, Shahid Ashraf said “The DP World has a long-standing proud presence in Pakistan witnessed by mutually rewarding engagement. Building on the unwavering trust and partnership, the two brotherly countries have decided to further consolidate their economic cooperation through landmark projects.

    The signing of Investment Framework Agreements highlights the importance of Pakistan as a gateway to Asia and commercial dividends associated with its strategic location.” Sultan Ahmed bin Sulayem said that Pakistan is a growing market and an important trade corridor to Central Asia.

    “We are proud to have contributed to its trading ability through our operations at Qasim International Container Terminal and are honored to work with various Pakistani government organizations to develop new freight systems and with Port Qasim Authority to enhance port connectivity and investment.

    These will help serve Pakistan’s growing population, forecast to approach 300 million in the coming decade, and integrate it further into the wider region.”

    India has made an unprecedented demand for four seats for its carriers in exchange for each additional seat it allows Dubai-based airlines to operate in the country, according to sources familiar with the matter. Typically, international aviation trade follows a bilateral process where states reciprocally exchange rights.
    However, India is seeking to create a more favorable position for its airlines on international routes, according to an ET report.
    Under the bilateral air service agreement signed between the United Arab Emirates (UAE) and India in January 2014, both nations’ airlines are permitted to operate a combined total of 66,000 seats per week between Dubai and 15 Indian cities. This quota has been fully utilized by both Indian and UAE airlines, leaving no room for additional flights. The UAE has requested the Indian Ministry of Civil Aviation to increase the number of seats for Dubai by an additional 50,000.

    Flight traffic trends

    An official stated that Indian airlines primarily provide point-to-point service to Dubai, while UAE-based airlines use their allocations for Sixth Freedom traffic to Europe and North America, which are more lucrative routes. Sixth Freedom traffic refers to passengers traveling from one country to another via airports. In the fiscal year 2019-20, 69% of Indian passengers flying to Europe and North America used West Asian hubs such as Dubai, Abu Dhabi, and Doha on foreign airlines.

    Furthermore, it was noted that Indian carriers did not receive any state funding during the Covid crisis, whereas UAE airlines benefited from substantial government support. The Indian government, led by Prime Minister Narendra Modi, aims to provide a level playing field for Indian carriers like Air India and IndiGo on medium- and long-haul routes to Europe and North America.
    This move has the support of Air India, which seeks to expand its business on long-haul routes using wide-body aircraft.
    Air India’s CEO, Campbell Wilson, expressed concerns about excess capacity that allows passengers to choose other airlines for travel to North America, hindering Air India’s operations. He emphasized the importance of nurturing the local market for the benefit of the economy.

    Emirates and Turkish Airlines have criticized these protectionist measures, arguing that they will harm consumers. Emirates President Tim Clark highlighted that approximately 65% of international flights operated by Indian carriers are destined for Dubai. He cautioned that failing to expand capacity would result in Indian citizens losing out and a loss of $800-900 million in annual income for the carriers.

    The Indian government is also developing a national policy to transform its airports into major international hubs, providing seamless international connectivity to the entire South Asian region. This policy, which requires cabinet approval, aims to streamline security and immigration processes at airports, allocate international flying rights, and develop necessary infrastructure. The objective is to position airports like New Delhi as competitive transit hubs, rivaling popular destinations such as Dubai and Singapore Changi Airport.

A prime example is our four-bedroom penthouse, available for Dh 37,000 for the night of the 31st, providing an unobstructed view of the fireworks. This rate comes with a minimum three-night stay requirement.”

    The spacious 4,500-square-foot apartment includes the services of a housekeeper and a chef for breakfast. Mahtani added, “Last year, the same apartment rented for around Dh30,000, and this year the rates have increased. During the winter season, this apartment typically rents for about Dh7,000 per night. Other four-bedroom apartments are starting at approximately Dh7,000 per night.”

    Residents can occasionally find more affordable options by making early reservations instead of shelling out large sums of money for table reservations at hotels and restaurants in the popular party locations.

    Mostafa Hammad, Head of Leads Management at Drehomes Real Estate, highlighted the challenges faced in recent months, stating, “For the past couple of months, we’ve encountered challenges securing available spaces, particularly in Downtown areas. It’s become very expensive. There is zero availability in these areas, especially now. The highest was Dh160,000 per month for a four-bedroom apartment, at the end of November. This particular apartment has a huge balcony and a direct view of Burj Khalifa.”

    DUBAI: A new draft agreement unveiled early Wednesday in talks in Dubai toughens language by calling for “transitioning away” from fossil fuels, although it does not use the term “phase-out“.
    The text, released for consideration after another full night of haggling, would also call for “accelerating action” during “this critical decade” — providing more urgency than an earlier proposal widely dismissed by green-minded countries.
    The previous draft also drew fire for offering a list of options that “could” be taken to combat the dangerous warming of the planet.
    The new draft explicitly “calls on” all nations to contribute through a series of actions.
    The actions include “transitioning away from fossil fuels in energy systems, in a just, orderly and equitable manner, accelerating action in this critical decade, so as to achieve net zero by 2050 in keeping with the science,” the new draft says.
    It calls for phase-downs of “unabated coal power” — meaning that coal with carbon capture technology to reduce emissions, panned by many environmentalists as unrealistic, could continue.
    It also calls for “phasing out inefficient fossil fuel subsidies that do not address energy poverty or just transitions, as soon as possible”.
    But it does not call for a “phase-out” of fossil fuels.
    Discussions during the 14 days of talks in Dubai, a metropolis built on oil wealth, had revolved around how far to go and whether to make a historic call to wind down oil, gas and coal, the main culprits in the planet’s rapid warming.

    Asian cities gain ground in Euromonitor’s ‘Top 100’ cities to visit


    Paris is, once again, the best city to visit in the world, according to Euromonitor International.

    The city topped the market research company’s annual list of the “Top 100 City Destinations” which compares cities using 55 metrics across six categories: economic and business performance, tourism performance, tourism infrastructure, tourism policy and attractiveness, health and safety, and sustainability.

    Dubai placed second on list, followed by Madrid (No. 3) and Tokyo (No. 4) — with Japan’s capital entering the top 10 list for the first time “thanks to improved developments in [its] tourism infrastructure,” according to the report.

    The top 20 cities list

    Developed markets continue to lead the rankings, as shown by the top 20 cities on Euromonitor’s 2023 index:

    3.    Madrid, Spain
    4.    Tokyo, Japan
    5.    Amsterdam, Netherlands
    6.    Berlin, Germany
    7.    Rome, Italy

    The full list is dominated by European cities, which took seven of the top 10 spots, and 63 of the top 100 spots. That’s thanks to the “fast-paced urbanisation and widespread technology adoption” in the region, according to the report.

    But Asian cities are gaining ground, showing significant improvement from Euromonitor’s 2022 ranking.

    Tokyo is also the only Asian city in the top 10 list, though the city-state of Singapore is close at No. 11 — edging up four places from No. 15 on 2022’s list.

    Five Japanese cities made 2023’s top 100 list: Tokyo, Osaka, Kyoto, Sapporo and Fukuoka.

    Standout cities

    The report highlighted cities that stood out in some of the 55 categories they were evaluated for.

    • Madrid ranked first for sustainability, with the report highlighting the city’s “100% petrol-free public transport.”
    • London has the “best tourism infrastructure” in the world, with Six Senses, Rosewood, Park Hyatt, Oberoi and Mandarin Oriental planning to open new hotels in the city.
    • Singapore ranked No. 1 for economic and business performance, and political stability.
    • Macao ranked first for health and safety, while Hong Kong led the rankings for health and medical services.  

    In addition, four new cities made this year’s list: Washington (No. 48), Montreal (No. 68), Santiago, Chile, (No. 88) and Vilnius, Lithuania (No. 92), owing to their improved tourism performances, the report said.
